Southeast Region Manager, Washington State Department of Natural Resources (Ellensburg, WA)

Washington State DNR is looking to hire a chief representative for the Southeast Region who would oversee the management of 900,000 acres of state trust lands.  DNR manages over 5 million acres of state-owned land that includes forest, range, commercial, agricultural and aquatic lands. They generate revenue that supports public schools, state institutions and county services. They also protect other public resources such as fish, wildlife and water, and provide public access to outdoor recreation. Two of their largest and most important state-wide resource protection responsibilities are fire prevention and suppression, and overseeing forest practices.

PRIMARY RESPONSIBILITIES
*Operate as chief representative for the Commissioner of Public Lands within the geographic boundaries of the region.
*Oversee the management of 900,000 acres of state trust lands of which 620,000 acres are agriculture and special use lands.
*Sustainably manage state trust lands to generate income for public schools, universities and other trust beneficiaries, while accommodating compatible public uses.
*Implement major regulatory programs: wildlife protection and forest practices on 3.5 million acres of state and private forest land in the region.
*Provide outstanding leadership for a region staff of 88 permanent employees and 111 seasonal employees, including 3 assistant region managers.
*Ensure proper utilization of a $1.6 million biennial administrative budget.
*Participate in agency strategic planning efforts.
*Establish and maintain excellent working relationships and communications with tribal governments, regional offices of sister agencies, local governments, and stakeholder groups.
*Ensure that the Commissioner of Public Lands and DNR's executive management team are promptly informed of emergent issues or events with potential to impact the agency or the region.
*Recommend to DNR's executive management team positions on incoming legislation and other important matters involving the region.
*Implement an active safety program to improve employee safety awareness and reduce accidents and injuries.
*Proactively seek efficiencies and cost savings in all aspects of region operations.

QUALIFICATIONS
*Knowledge, skills and abilities to carry out the responsibilities of the position as outlined above.
*A bachelor's or master's degree and significant management experience, at least some of which involves natural resources.
*Experience-based ability to provide strategic leadership and a results-oriented vision for Southeast Region.
*Experience-based ability to create a positive working environment, build employee morale, and elicit sustained superior job performance.
*Excellent communications skills.
*Demonstrated success in creative thinking and informed risk taking.
*Demonstrated ability to work collaboratively and solve tough problems.
*Ability to calmly and professionally navigate difficult public policy issues and situations.
*Knowledge of land management principles and practices.
*Knowledge of wildlife prevention and suppression practices.
*Knowledge of Washington's Forest Practices Act & Rules.
*Experience developing and implementing large budgets.
*Working knowledge of labor agreements, personnel rules, and employment law.
*Knowledge of the legislative process.
*Strong work ethic and commitment to public service.

Position Duration and Compensation
*Salary Range: Up to $7666 per month
